Albert Mosseri Suspended by FINRA for Continuing Education Fraud
According to FINRA, Albert Mosseri (CRD #5624212), a registered representative based in Brooklyn, New York, was fined $5,000 and suspended from association with any FINRA member in all capacities for one month. Without admitting or denying the findings, Mosseri consented to the sanctions and to the entry of findings that he certified to the State of New York that he had personally completed 15 hours of continuing education required to renew his state insurance license when, in fact, another person had completed that continuing education on his behalf. The suspension was in effect from October 21, 2024, through November 20, 2024. This disciplinary action is part of a notable cluster of FINRA enforcement actions against registered representatives who falsely certified completion of New York state insurance continuing education requirements. The pattern of these cases indicates that FINRA conducted a coordinated investigation into this type of fraud, and the consistent sanctions suggest a deliberate enforcement strategy. Continuing education requirements for insurance-licensed professionals are not merely bureaucratic formalities. They serve a vital consumer protection function by ensuring that professionals who sell insurance products and provide related advice maintain current knowledge of the products, regulations, and ethical standards that govern their industry. Insurance and annuity products can be complex, and consumers rely on their professionals to understand the details and suitability of these products. When a broker bypasses continuing education by having someone else complete it, they miss out on this essential training. Over time, gaps in knowledge can lead to unsuitable recommendations, failure to understand product features and risks, or inability to properly advise clients during changing market conditions. The consequences of these knowledge gaps ultimately fall on the consumer. For investors and insurance customers, the recurring nature of these continuing education fraud cases should serve as a reminder to verify your financial professional's credentials and disciplinary history.
