Gary Chang Barred for Refusing to Testify in Misappropriation Investigation
According to FINRA, Ching Yuan "Gary" Chang was barred from association with any FINRA member in all capacities for refusing to appear for and provide on-the-record testimony requested by FINRA.
The investigation concerned allegations made in a Form U5 filed by Chang's member firm disclosing that it had discharged Chang for concerns regarding his misappropriation of funds from client accounts. Misappropriation of funds from client accounts is one of the most egregious violations in the securities industry. It involves taking customer money without authorization, which constitutes theft.
