John A. Logan Suspended for Possessing Prohibited Materials During SIE Exam

According to FINRA, John A. Logan was assessed a deferred fine of $5,000 and suspended from association with any FINRA member in all capacities for 18 months on July 23, 2024, for possessing and having access to a notecard that contained references to material tested on the Securities Industry Essentials examination while taking the exam.

Prior to beginning the examination, Logan attested that he had reviewed and would abide by the SIE Rules of Conduct, which prohibited the use or attempted use of certain personal items, including personal notes and study materials, during the examination. Despite this attestation, Logan possessed and had access to a notecard containing references to exam material while taking the test.

The Securities Industry Essentials examination is a foundational qualifying exam that tests knowledge of basic securities industry information including concepts fundamental to working in the industry. The integrity of FINRA's qualification examinations is essential to ensuring that individuals entering the securities industry have demonstrated the required knowledge and competency.

Using or attempting to use prohibited materials during an examination constitutes cheating and undermines the entire qualification system. When individuals cheat on qualification exams, they may gain entry to the industry without actually possessing the knowledge necessary to properly serve investors and comply with industry regulations. This creates risks for investors who rely on registered representatives to have the competency that qualification exams are designed to verify.

The 18-month suspension, in effect from August 5, 2024, through February 4, 2026, reflects the serious nature of exam misconduct. This substantial suspension demonstrates FINRA's commitment to maintaining the integrity of its qualification examinations. Investors should understand that the qualification exams their representatives have passed are meant to ensure a baseline level of knowledge and competency, and that exam misconduct is treated as a serious violation.
