John Casey Reap Barred for Failing to Cooperate with Municipal Bond Trading Investigation

barred

According to FINRA, John Casey Reap was barred from association with any FINRA member in all capacities for failing to provide documents and information requested during a FINRA investigation.

The investigation originated from FINRA's examination of municipal bond trading patterns. Municipal bonds are debt securities issued by states, cities, counties, and other governmental entities to finance public projects. The municipal bond market is subject to specific regulations designed to ensure fair pricing and protect investors.

FINRA's investigation into trading patterns suggests the regulator was examining potentially problematic conduct in how municipal bonds were being traded. Such investigations might focus on issues like excessive markups, pricing irregularities, or other practices that could harm investors.

When FINRA requested documents and information from Reap in connection with this investigation, he failed to provide what was requested. Without admitting or denying the findings, Reap consented to the bar.

Cooperation with regulatory investigations is mandatory for all persons associated with FINRA member firms. FINRA Rule 8210 provides FINRA with the authority to require associated persons to provide information and documents, and failure to comply can result in a bar from the industry even if no underlying violation is ever proven.

The bar prevents Reap from associating with any FINRA member firm in any capacity permanently. This sanction reflects the importance FINRA places on the ability to investigate potential misconduct in the securities markets.

For investors in municipal bonds, this case is a reminder that the market is actively monitored for trading irregularities. Investors should review the markups they are charged on bond transactions, which are now required to be disclosed on trade confirmations, and should report any concerns about their broker's conduct to FINRA.
