UBS Financial Services Fined $1.1 Million for Inaccurate Blue Sheet Submissions

According to FINRA, UBS Financial Services Inc. has been censured and fined $1,100,000 for failing to submit accurate and complete blue sheets to FINRA.

Blue sheets are electronic records that broker-dealers must provide to regulators containing information about securities transactions and customer identities. These records are essential tools for regulatory investigations into potential market manipulation, insider trading, and other violations.

The firm's blue sheet submissions misreported or failed to report information across eight different types of transaction fields, including customer addresses, execution times for trades allocated to customer accounts, and whether trades were solicited or unsolicited.

The firm self-reported that coding errors during a migration to a new electronic blue sheets system caused certain required fields to be incorrectly populated. The firm has since remediated these errors and amended and resubmitted the impacted blue sheets.

While blue sheet errors may seem like technical compliance matters, accurate transaction records are fundamental to regulatory oversight of the securities markets. When these records are inaccurate, it can impair regulators' ability to detect and investigate market manipulation and other misconduct that harms investors.
